What's gonna be with N.O.?

Well, New Orleans was nearly destroyed. We all know about it. About the death toll. About the contradictory behaviour of Bush. About all these things. But now it's time to ask a question -What's gonna be with N.O. now?-. It's clear that it'll be rebuild. Perhaps, there'll be also enough people, that could live there, because of the advantages, that they'll get if they live in the area. But it'll never be the same

But, what's gonna be done to avoid this disaster next time? It's completely clear that it's a fault of local politicians, NASA satellites and many other things. Why there wasn't any warning system? USA are the one of the richest(but many people there live under the line of poverty - interesting is that government has got enough money) and mightest countries in the world but they couldn't do that? The problem is in the people. It's about political corruption, bribery,a lack of competent people and indeed, bad luck.

So, I'm quite curious what precautions will be accepted to avoid this tragedy...
